Sunday, February 5, 2023, as part of Operation "Tornado 1", the National Police of Haiti (PNH) went into action in Torcel with armored vehicles and heavy machinery, with a view to dismantling the gang of Vitel'homme Innocent alias "Vitelom" Leader of the "Kraze Baryè" gang.

At the same time, the Central Directorate of the Judicial Police (DCPJ), in a notice published the same day, announces a bonus of up to 10 million Gourdes to any citizen providing information to the police allowing the arrest of this gang leader armed and dangerous.

Vitel'Homme Innocent is accused among other things of :

- Kidnappings and sequestration against ransom;

- Assassinations and attempted assassinations;

- Rape;

- Armed robbery;

- Vehicle theft;

- Despoliation;

- Destruction of property.
