The fight against prolonged, illegal and arbitrary preventive detention, one of the priority objectives of the roadmap of Me Emmelie Prophète Milcé, the Acting Minister of Justice, continues to bear fruit at the level of the judicial system. For the 3rd consecutive month, the data collected at the level of the 18 jurisdictions of the Republic show real progress.

During the month of February, a total of 165 final indictments and 106 indictments were drafted by the Parquetiers in proportion to the outstanding judicial files in their respective jurisdictions. In the same vein, 168 cases were referred to the criminal court in accordance with the legislation governing the matter.

On the other hand, in order to find out about the condition of the detainees, a total of 100 visits were made, both by the Government commissioners and by their substitutes, to various detention centers and remand prisons of the country, in accordance with the provisions of articles 442, 447 and 448 of the Code of Criminal Procedure in force.

Since the publication of the circular by the Minister Prophet Milcé, on December 1st, 2022 adopting administrative measures against prolonged, illegal and arbitrary preventive detention https://www.haitilibre.com/en/news-38284-haiti-justice-the-new-minister-of-justice-asserts-her-authority.html , the number of cases referred to correctional stands at 598 in total, without counting the 531 final indictments and the 326 indictments which were drafted for the same quarter. Visits to civilian prisons totaled 376.
