Haiti - Security : A public force cannot be created, without a legal framework

While Brazil awaits green light from the UN this month to begin the gradual withdrawal of its troops from March 2012 and that the President Martelly already considering the recruitment of 500 elements of the new national security force, the Senator Youri Latortue, in favor of this "new army of Haiti" recalls that nothing can be done without a solid legal framework.

"...since 2007 as a Senator, I have always said that we must strengthen the Haitian security structures, it's necessary to move toward the sovereignty of the security in terms of public force. So in that sense, I think that our goal was to reach to the establishment of a professional police force and a professional army.

We have done a lot this battle under the President Préval and nothing happened [...] Today, there is a President which entered in the straight line of the establishment of another public force, which is the national army [...]

We can not create a public force, without a legal framework. First, you must have a vis-à-vis, a Defense Minister, secondly, we must have different laws on the General Regulations of the force. It is necessary to have the law on military staff, it is necessary to have the law on military justice [...] they must be well defined before to avoid any deviations in the future and be able to punish them."
