The National Network for the Defense of Human Rights (RNDDH) in its last report of July 2023, is particularly concerned about the upsurge in acts that attack lives and property since May 2023. More than 75 people have been killed or injured in armed attacks or shootings and at least 40 others have been kidnapped for ransom.

the RNDDH also condemns "the daily increased power of the gang leader Vitelhomme Innocent and his gang 'Kraze Baryè' which now controls the communes of Croix-des-Bouquets, Delmas, Pétion-ville and Tabarre."

Similarly, the organization notes that "for a few days, in the commune of Croix-des-Bouquets, a hunt has been organized and the people denounced are executed by agents of the National Police of Haiti (PNH) helped by local residents" who have launched "a cleaning process" refusing that Lilavois falls into the hands of armed gangs. The RNDDH denounces the "irresponsible behavior of the police authorities" in this cleaning process.
