On Friday, trade unionist Mario Díaz announced that the National Federation of Christian Social Transport Workers (FENATTRANSC) adopted during a meeting of the union's Executive Office, the decision to prohibit its drivers from transporting from Monday September 18, 2023 in their vehicles Haitian citizens, whether they are in a regular migratory situation or not, as a sign of protest [or retaliation ?] against the construction of the canal in Haiti with an outlet on the Massacre River, described as illegal by the Government Dominican but by right by the Haitians.

"We have prohibited the transport of passengers of Haitian nationality in our vehicles, with or without papers, from Monday, September 18, both in Greater Santo Domingo and in other provinces of the country," Díaz warned that drivers who, starting Monday, violate this provision will be punished and expelled.

A decision which provoked immediate intervention by the Dominican Government which resulted in the annulment of this decision, with imprecise, discriminatory and racist consequences...

Saturday, September 16 in the morning, FENATTRANSC announced that it had asked all its members to postpone the measure prohibiting the transport of Haitians, whether with or without papers, throughout the national territory.

Mario Díaz explained that the National Executive Office met again urgently at the request of the Government via the National Institute of Transit and Land Transport "We asked the General Directorate of Immigration, through Intrant, to designate permanent staff at each of the most important border stops, with the aim of checking the migration status of all passengers of different nationalities, before boarding the buses [....] We are thus confident that we will avoid carriers being fined under the provisions of the Immigration Act when they are caught transporting illegal aliens who are in one way or another in the country and who use the public passenger transport service, both urban and interurban..."

Díaz stressed that the carriers had established a waiting period that "we consider prudent [...] we understand that this measure at this time could have caused a convulsion which, added to the border problems caused by the construction of the canal, could have generate an uncontrollable situation for the Dominicans,”" he concluded.
