In the 2023 Education First English Proficiency Index (EF EPI) Report which assesses English proficiency in Latin America and across the world, Haiti is ranked 98th (just behind Cambodia) on 113 participating countries and last of the Latin American and Caribbean countries (20th)

The level of English proficiency in Haiti is considered very low by the study's experts with a score of 421 points. The lowest performance is found among young Haitians aged 18 to 20,

Experts emphasize the need for sustained intervention to strengthen English language proficiency. They believe that bilingualism from early childhood could help correct these weaknesses.

The Dominican Republic is ranked 55th and its level of English proficiency is considered moderate.
