Haiti - FLASH : The United States and the UN sanction 4 powerful gang leaders

Friday December 8, 2023 the US Office of Foreign Assets Control (OFAC) announced sanctions against four powerful gang leaders in Haiti, accused of murders, kidnappings, illegal possession of firearms, hijacking of trucks of goods and conspiracy to commit crimes these are: Johnson André alias "Izo" leader of the "5 Segonn" gang, Renel Destina alias "Ti Lapli" leader of the Grande Ravine gang, Vitel'homme Innocent, leader of the "Kraze baryè" gang and Wilson Joseph alias "Lanmò San jou" leader of the "400 Mawozo" gang.

Johnson André alias "Izo" s wanted by the Haitian National Police for assassination, kidnapping for ransom, illegal possession of firearms, hijacking of freight trucks, and criminal conspiracy. André and his gang have been identified by survivors as being directly responsible for 1,035 documented cases of sexual violence in 2022 alone.

Renel Destina alias "Ti Lapli", who is a key ally of André, has committed kidnappings as well as killings, robberies, rapes, looting and burning of residences, and continuous attacks against Haitian police officers. Destina has also been indicted on charges of hostage taking by the U.S. Department of Justice (DOJ) for kidnapping U.S. citizens for ransom in February 2021.

Vitel'homme Innocent and Wilson Joseph aka "Lanmò San jou" have both been indicted by DOJ for their role in the armed kidnapping of U.S. citizens in Haiti in October 2022, and the Department of State issued reward offers of up to $2 million for information leading to the arrest and/or conviction of Innocent when he was added to the FBI’s 10 Most Wanted Fugitives List on November 15, 2023 https://www.haitilibre.com/en/news-40986-haiti-flash-usa-$2m-for-the-arrest-of-vitel-homme-innocent.html and up to $1 million for information leading to the arrest and/or conviction of Joseph in 2022 https://www.haitilibre.com/en/news-38106-haiti-usa-infos-of-joseph-wilson-alias-lanmo-sanjou-how-to-submit-your-information.html

The latter join Jimmy Chérizier alias "Barbecue" in the American list.

The Security Council Sanctions Committee, established by resolution 2653, approved the addition of persons designated by the United States to its sanctions list concerning persons and entities targeted by measures imposed by the Security Council and adopted under Chapter VII of the Charter of the United Nations.
