Haiti - Politic : Resumption of bilateral negotiations on the construction of the canal in Haiti

On January 9 and 10, 2024, in Washington D.C., at the headquarters of the Organization of American States (OAS), a Haitian delegation led by Jean-Victor Généus the Minister of Foreign Affairs and a Dominican delegation led by his counterpart Roberto Alvarez resumed the negotiations on the dispute between the Nations concerning the construction of the Pittobert irrigation canal (a locality in Ouanaminthe North-East) intended for the irrigation of the Maribaroux plain and the use of the water resources of the Massacre river/ Dajabon.

The two delegations exchanged their views on the matter and explored different options aimed at reaching a just, equitable and reasonable solution, in accordance with the requirements of the Treaty of Peace, Friendship and Arbitration of February 20, 1929 and the international law governing the matter.

Both Parties agreed on the need to carry out technical studies with the support of a qualified international institution, selected by mutual agreement, in order to determine the hydrological, environmental and social reality of the Massacre River basin/ Dajabon on both the Dominican and Haitian sides.

The discussions were conducted in a constructive manner and also covered other issues on the binational agenda, such as migration, trade and cross-border security.

At the end of the meeting, both parties agreed to continue negotiations on a date to be defined.
