Haiti - Technology : DIGICEL / NATCOM mobile internet quality tests (CONATEL official report)

From June 26 to July 2nd, 2024, the Quality and Consumer Protection Department of the Networks and Technologies Directorate of the National Telecommunications Council (CONATEL) undertook evaluations and tests on the quality of data services offered by mobile telephone operators : Natcom and Digicel, in the metropolitan area of ​​Port-au-Prince, particularly in Delmas, Route de Frères, Pétion-ville, Laboule and Kenskoff.

The measurements were carried out on both networks (Natcom and Digicel) in the same geographical location, targeting very dense areas such as : urban centers, commercial activity centers, highways; and other dense areas: Hotels, restaurants and public buildings.

The preferred aspect at the time of the survey is that of data. Be able to successfully establish an internet connection from a mobile phone (Smartphone) in less than 15 seconds, measure upload and download speeds, and monitor packet delays and losses.

The tests were carried out with Samsung mobile phones model : Galaxy Note 9, Samsung Galaxy S20, Samsung Galaxy A02s. The Speed ​​Check Expert software was used to monitor the throughput and capacity of the downlink (download) and uplink (upload) at the time of measurement.
