Haiti - FLASH : Haiti takes strong measures at its land borders 27/03/2025 09:51:53
The General Directorate of the General Administration of Customs (AGD) informs economic operators, agencies representing maritime, air, and land transport lines, importers of goods, customs office managers, all customs personnel, and the general public that, following the instructions of the Minister of Economy and Finance (MEF) by Circular No. 001 referenced as No. DAJ/BM/AGD/03-25/00479 published on March 25, 2025, in accordance with Article 16, paragraph 1 of the Decree of March 21, 2023, establishing the Customs Code: 1 - Customs offices located on the Haitian-Dominican border are no longer authorized to receive goods from abroad transiting via the Dominican Republic, until further notice. 2 - All goods from abroad transiting through the Dominican Republic must arrive in Haiti by sea to be processed by the appropriate customs offices. 3 - The Heads of Customs Offices located on the Haitian-Dominican border are hereby ordered to, among other things, seize all goods crossing the border in violation of the above provisions. 4 - The General Administration of Customs is hereby instructed, in conjunction with the Haitian National Police (PNH) and the Haitian Armed Forces (FAd'H), to monitor all cross-border movements occurring at the land border. 5 - Failure to comply with the referenced circular and/or the provisions of this Notice will subject violators to administrative sanctions, without prejudice to the criminal penalties provided for by the relevant laws. 6 - The MEF circular and this Notice come into effect on Monday, April 7, 2025. The General Directorate of the AGD urges the managers of these customs offices to ensure strict compliance with the provisions of this Notice. HL/ HaitiLibre
