Haiti - Economy : Preparation of the 2025 to 2030 Development Plan, signing of a MoU with the IDB

On Monday, April 21, 2025, in Washington, DC, on the sidelines of the World Bank Group and International Monetary Fund Spring Meetings, Alfred Fils Metellus, Minister of Economy and Finance, signed a Memorandum of Understanding with Ilan Goldfajn, President of the Inter-American Development Bank (IDB), to coordinate the preparation of the Development Plan for the period 2025 to 2030, in partnership with the World Bank, the United Nations, and the European Union. These collaborative efforts build on the Rapid Crisis Impact Assessment (RCIA) under the Adjusted Cooperation and Investment Framework (ARCI) coordinated by the World Bank https://www.haitilibre.com/en/news-44130-haiti-finance-high-level-meeting-with-the-world-bank-and-the-imf.html and aim to foster resilience through a territorial approach aligned with the Government's priorities and objectives for sustainable development and recovery.

This Tuesday, April 22, 2025, a Haitian delegation led by the Ministry of Economy and Finance (MEF) will participate in "Haiti Day" in Washington, DC, to which representatives of Haiti's donors, civil society, and private sector are also invited. The official delegation includes representatives from the Ministry of Planning and External Cooperation and the Bank of the Republic of Haiti.

This meeting aims to strengthen dialogue with international partners around the country's programmatic priorities, not only to promote social and political stabilization and economic recovery in the context of the current crisis, but also to pave the way for the organization of elections and the installation of an elected President on February 7, 2026, and the regular functioning of democratic institutions, including Parliament.

In a context marked by the deteriorating security situation and the unprecedented increase in the number of internally displaced persons, the delegation will reaffirm the authorities' commitment to macroeconomic stability, strengthening governance, and maintaining active dialogue with both national and international partners.

It will also emphasize the need for coordinated support in the face of humanitarian and economic challenges, with a view to laying the foundations for sustainable recovery while focusing on the organization of the next elections. The interventions will be based on the Recovery Framework and Investment Plan resulting from the Rapid Crisis Impact Assessment (RCIA) conducted between 2021 and 2024 with the support of technical and financial partners, including the World Bank, the Inter-American Development Bank, the United Nations, and the European Union.

These discussions in Washington are part of an ongoing inclusive process. In February and March, the MEF organized national consultations with representatives of the private sector, civil society, and other stakeholders to enrich the content of the advocacy to be taken to the international level.
