On April 22, 2025, a Donor Roundtable on Haiti was held in Washington, DC, during the Spring Meetings of the World Bank Group and the International Monetary Fund (IMF). This roundtable brought together government officials, international organizations, and members of the private sector to discuss financing urgent priorities. The roundtable was organized following the December 2024 publication of the Haiti Rapid Crisis Impact Assessment (RCIA) Report for the period 2021-2024.

This report concluded that there is a short-term financing requirement of US$644 million to address needs arising from the impact of the security crisis. A comprehensive investment plan, aligned with the priorities defined in the Government's roadmap, was presented during the roundtable.

During a videoconference, Prime Minister Alix Didier Fils Aimé emphasized the importance of addressing Haiti's priorities, including security through strengthening the Haitian National Police (PNH) and the Haitian Armed Forces (FAd'H), holding elections, economic recovery, and social healing programs. The Prime Minister emphasized the need for constructive dialogue to finance the RCIA, thus contributing to the country's social and political stability and inclusive growth. He also highlighted the need for better coordination of international aid, creating synergy between the central government, local authorities, international partners, and the private sector to address the various challenges facing the country. Alfred Fils Métellus, Minister of Economy and Finance, presented the 2024-2025 supplementary budget. He also addressed issues of institutional reform and governance of public institutions, including :

• Harmonization of fiscal and monetary policies to combat inflation and the depreciation of the national currency;

• Modernization of the tax and customs system to increase tax pressure and finance the country's needs, based on digitalization and the efficient and harmonious implementation of customs and tax codes;

• Providing the population with access to quality public services;

• Acceleration of social programs for internally displaced persons and vulnerable populations;

• Fighting corruption, money laundering, and the financing of terrorism; Improving public-private dialogue through a "win-win" approach to support job and wealth creation and accelerate sustainable economic and social development.

  During his presentation on the revised budget, Métellus highlighted the actions and projects needed to strengthen the capacity of Haiti's law enforcement agencies to restore security and peace, which are fundamental to macroeconomic stabilization and the resumption of economic activity.

  The Technical and Financial Partners (TFPs), both multilateral and bilateral, presented the critical situation in the internally displaced persons camps. They reaffirmed their commitment to supporting Haiti and its government.

  Following a request from the Government, the Inter-American Development Bank (IDB) has agreed to contribute to the development of a Medium-Term Recovery and Development Plan for Haiti for 2025-2030. This plan aims to boost the Haitian economy by supporting the private sector, improving human capital and infrastructure (physical, energy, and health), strengthening environmental and climate resilience, and strengthening the capacity of state institutions to pursue governance and institutional reforms. Implementation strategies will take into account a territorial approach and emphasize Haiti's opportunities and potential, such as workforce competitiveness, tourism, and its youth population.
