Haiti - FLASH : Capacity Building Program for Political Parties (video)

On Saturday, November 1st, 2025, at the Karibe Convention Center (Juvenat), Prime Minister Alix Didier Fils-Aimé, accompanied by members of the Presidential Transitional Council (CPT), officially launched the Political Party Capacity Building Program, which will benefit more than a thousand representatives of political parties from all ten departments.

This nationwide initiative reflects the Transitional Government's commitment to revitalizing political life, strengthening democratic culture, and creating the conditions conducive to holding free, inclusive, and peaceful elections.

The training sessions will be delivered through three regional hubs : Port-au-Prince (West), Cap-Haitien (North), and Les Cayes (South).

Designed by and for Haitian professionals to modernize and empower political life, this program values national expertise and integrates political training into a dynamic of sustainability and local roots. The program is based on three complementary modules, entrusted to Haitian firms recognized for their expertise:

• The Center for the Promotion of Democracy and Participatory Education (CPDEP) will ensure the organizational and functional strengthening of political parties, addressing internal governance, electoral legislation, and political ethics;

• Groupe Croissance S.A. will lead the strengthening of leadership and financial capacity, promoting transparency and responsible resource management;

• DAGMAR S.A. Designing Advertising Goals for Measured Advertising Return will lead the communication and technological strengthening, focusing on mastering digital tools and modern political communication.

This launch was also marked by the presentation of the new digital platform for registering political parties and their members, developed by the Information Technology and Statistics Support Group (GSIS). This platform represents a major step forward in modernizing and increasing the transparency of the Haitian political system, providing the State with a reliable, secure, and regularly updated database.

In his address, the Prime Minister commended the mobilization of political actors and emphasized that this initiative demonstrates the Government's commitment to supporting political parties in the electoral process, with the aim of handing the country over to legitimate authorities, freely chosen by the Haitian people, as quickly as possible.

He reiterated that democracy is built through education, consultation, and shared responsibility, and urged political parties to embrace a culture of governance based on competence, tolerance, and transparency.

The first training sessions will begin in November 2025, in the three aforementioned locations.

As of October 22, 2025, the Ministry of Justice confirmed that more than 220 political parties had registered and been officially recognized for the upcoming elections (https://www.haitilibre.com/en/news-46052-haiti-news-zapping.html). This represents a 34% increase compared to the last elections (166 parties https://www.haitilibre.com/en/news-13510-haiti-elections-final-list-of-political-parties-approved.html ).
