Haiti - Brazil : How to apply for a Family Reunification Visa (VITEM XI)

According to Brazilian Ambassador Luis Fernando de Carvalho (March 2025), there are currently approximately 180,000 Haitians living in Brazil. He reiterated that children born in Brazil to a Haitian father or mother enjoy the same civil rights as any other Brazilian child (health, education, etc...)

The International Organization for Migration (IOM) has signed an agreement with the Federative Republic of Brazil to support applicants for Humanitarian and Family Reunification visas in Haiti on behalf of the Visa Section of the Brazilian Embassy in Port-au-Prince.

The Visa Application Center for Brazil (CAVB), managed by IOM since its creation in 2015, is exclusively dedicated to Haitian citizens applying for temporary humanitarian visas and family reunification visas for Brazil, in accordance with the guidelines of the Brazilian Visa Section. The Centre provides service and assistance in the local language. IOM focuses on all administrative tasks associated with the visa application process, including :

• Assistance with completing forms;

• Verification of documentation (to ensure that submitted files are correct);

• Secure transfer of these documents.

Please note that CAVB staff only provide administrative assistance and should not be approached for advice. CAVB staff play no role whatsoever in the visa decision-making process, which remains the sole prerogative of the Visa Section of the Embassy of Brazil in Port-au-Prince.

Documents required to apply for a family reunification visa (VITEM XI)

  • Passport valid for at least twelve (12) months on the day the applicant's file is submitted, with at least two (2) blank pages;

  • Two (2) recent passport-size photos (5x5cm) with a white background;

  • Criminal record extract or police certificate issued by the Central Directorate of the Judicial Police of Haiti (DCPJ) (valid for 6 months) or the Courts of First Instance (TPI) (generally valid for 3 months), for adults;

  • Notarized copy of the residence permit or protocol (valid for at least 3 months) of the person living in Brazil;

  • A notarized letter of invitation from the person living in Brazil;

  • Notarized copy of an identity document (preferably a passport) of the person living in Brazil;

  • The original receipt for payment of the BVAC fee of US$100.00 per VITEM XI application, to the IOM account at SOGEBANK, account number 2616027989, with the applicant's name signed on the deposit slip.

Should be noted that all documents duly legalized/notarized in Brazil must be sent to Haiti by courier directly to the intended beneficiary. Exceptionally, for 2025, we will accept the submission of notarized documents by email to bvachaiti@iom.int . However, the Embassy reserves the right to request a physical copy if necessary.
