Haiti - Social : Statement of Conille Garry around the rehousing of 600,000 IDPs

The Prime Minister, Dr. Garry Conille expressed his vision and priorities for 2012, concerning the 600,000 people still living, for nearly two years in IDP camps.

"...There is still 600,000 people in the camps, it is necessary to manage them, it's our objective, it's the challenge that the President of the Republic also gave us [...] the good news is that last week we signed a project for the Champ de Mars, we are also working on various other places to move forward [...] we believe it is necessary to solve the problem, but we have to solve it well. It is not just to move people and not knowing where they go, we have to make sure they are in homes that are safe, we are also obliged to address the housing problem in its entirety, and many people who do not live in the camp of the Champ de Mars, living in conditions that are just as precarious [...]

...While we reflect on the short term, the 600,000 people that we must withdraw from the camps, we are obliged to include them in the framework of a much larger reflection on the problems of housing, of spaces that are limited and where the population is continually increasing. So if we do not make reflections on an integrated way, we'll just move people from one place to another and create other problems. Is this type of thinking that we will try to do with people who are very, very advised, to see if we can move forward quickly.

In the short term, our objective for 2012 is to no longer have people in camps of the center of Port-au-Prince as currently [...] I remember, when a survey was conducted among residents of the camps and they were asked what conditions had to be fulfilled to move them, the conditin number one was not a shelter, it was that they could find a job where they will go. So, the question of employment is fundamental. This year, we want an economic recovery based on the multiplication of job opportunities, the government has a very ambitious program in the infrastructures, in public buildings, housing etc..."
