Haiti - FLASH : 6,284 irregular promotions in 14 months within the Haitian National Police

On Saturday, November 8, 2025, the Internal Control and Human Resources Analysis Commission of the Haitian National Police (PNH), established by order of Acting Commander-in-Chief Vladimir Paraison, presented its final report. This Commission, chaired by Inspector General Marie Elva Sinora Nassar Pierre, had the specific mandate to analyze and monitor the movements of PNH police and administrative staff, including promotions.

The investigations revealed massive irregularities, with 6,284 promotions granted between June 2024 and August 2025 (14 months), creating institutional disorganization.

A similar situation had already been observed and reported by the Ministry of Economy and Finance (MEF) between 2019 and 2020, as it had created an unsustainable financial burden for the State. The report formally identifies all beneficiaries of promotions obtained in violation of procedures.

To carry out its work, the Commission relied on a strict legal framework, including the 1987 Constitution, presidential decrees and orders, circulars, the organic law establishing, organizing, and governing the Haitian National Police (PNH), the PNH's code of general regulations and discipline, and the personnel manual. The methodology involved exhaustive hearings and deliberations requiring a qualified majority of three out of five votes.

The final document details the extent of the irregularities and illegalities observed in the promotions granted and formulates specific recommendations for the Commander-in-Chief of the PNH. These proposals aim to correct the identified irregularities and restore the integrity of the promotion system within the institution.
