On Wednesday, November 19, 2025, the Joint Support Programme for the Haitian National Police (PNH), implemented by the United Nations Development Programme (UNDP), the United Nations Integrated Office in Haiti (BINUH), and the United Nations Office on Drugs and Crime (UNODC), held its 5th meeting of the Technical Working Group (TWG) at the PNH Headquarters in Clercine.

This meeting brought together key technical and financial partners, including representatives from Germany, Canada, the United States, Italy, Japan, the European Union, as well as Brazil, France, and Mexico.

Vladimir Paraison, Acting Director General of the PNH, accompanied by members of the High Command, chaired this high-level meeting. He opened the session with a solemn tribute to the police officers recently killed in the line of duty and presented an update on the country's security situation, highlighting the ongoing challenges facing the police.

Diallo Oumar, Senior Technical Advisor for UNDP, and Vladimir Paraison of the Haitian National Police (PNH) presented a detailed report on the progress made in terms of :

• Strengthening territorial and specialized units, now better prepared to intervene in sensitive areas;

• Improving equipment, mobility, and logistics, enabling greater responsiveness from teams in the field;

• Developing training, governance, and infrastructure, essential for the sustainable modernization of the institution.

These results illustrate the ongoing efforts to strengthen the PNH's response capabilities, particularly in the most sensitive areas, and contribute to a more effective response to persistent security threats. The partners also discussed the next steps needed to consolidate these achievements and optimize the overall impact of the Program.

The Haitian National Police (PNH) presented a series of priorities structured around three main areas for the next 12 months :

• Train, specialize, and mentor officers and agents to improve governance and professional effectiveness;

• Increase police presence through improved mobility, modernized infrastructure, and enhanced intelligence capabilities;

• Strengthen the PNH's territorial presence in the 577 communal sections, particularly in coastal cities and along the border.

These priorities address three major national challenges :

• Eradicate gangs throughout the country;

• Secure the upcoming electoral process;

• Prepare for the arrival and subsequent withdrawal of the future Gang Repression Force (FRG)(GSF), currently being formed.

This structured roadmap should enable technical and financial partners to maintain consistent support aligned with the PNH's operational needs.

The technical and financial partners reaffirmed their commitment to supporting the Haitian National Police (PNH) through the Joint Program, aligned with national and institutional priorities.
