On Tuesday, January 13, 2026, Laurent Saint Cyr, President pro tempore and Coordinator of the Transition Council, accompanied by Prime Minister Alix Didier Fils-Aimé, officially inaugurated the Hinche/Saint-Raphaël section of National Route #3 (RN3) and the Hinche bypass in the North department. This project was financed by the European Union and the French Development Agency (AFD) to the tune of over €58 million (€58,139,660.11).

This inauguration ceremony was held in the presence of members of the Transitional Council, Raphaël Hosty, Minister of Public Works, Charles Jean Jacques, National Authorizing Officer of the European Development Fund, the Mayor of Saint-Raphaël, the Departmental Delegate for the North, the Director General of Public Works, Hélène Roos, Ambassador of the European Union to Haiti, Antoine Michon, Ambassador of France, Marco Antonio Peñín Toledano, Ambassador of Spain, as well as representatives of Vorbe & Fils Construction S.A., the company responsible for carrying out the work.

The inauguration concerns the rehabilitation of the Hinche-Saint-Raphaël section of National Road 3 (RN3), with a total length of 43.27 kilometers and a road width of 7 meters. This strategic infrastructure strengthens connectivity between the Central Plateau and the North of the country, while significantly improving the mobility of people and goods.

Through this major project, the authorities reaffirm their political will to make road infrastructure a central driver of economic recovery, territorial integration, and national cohesion.

On the diplomatic front, the Haitian government expressed its profound gratitude to the European Union and the French Development Agency (AFD), strategic partners of Haiti, as well as to friendly nations committed to supporting the country.
