Haiti - Education : Launch of the National Conference on the Refounding of the Education System

The Ministry of National Education officially launched the National Conference on the Refounding of the Haitian Education System this week in Pétion-ville. Under the theme "For Transformative Education" this event marks a decisive turning point for the future of Haitian schools.

This conference, taking place from January 21 to 23, 2026, aims to diagnose the structural problems of the education sector in order to develop strategic solutions. The objective is clear : to restore the authority of schools and guarantee quality civic education for young people.

The 4 Pillars of the MENFP Reform :

The strategic framework defined during these consultation sessions is structured around four major axes :

1 - Operationalization of the High National Council for Education (HCNE);

2 - Restoration of educational governance and school authority;

3 - Improvement of the learning climate and the physical environment of schools;

4 - Combating academic failure, school dropout, and the erosion of learning outcomes.

10 Key Themes for Rebuilding the Haitian School System:

In line with the Ten-Year Education and Training Plan 2020-2030 (PDEF), discussions focus on crucial issues :

1 - Access to education, equity, and inclusion;

2 - Educational governance and system management;

3 - Quality of learning and combating academic failure;

4 - Teacher development;

5 - School infrastructure and school zoning;

6 - Digital education and innovation;

7 - Financing and efficiency of the education system;

8 - Technical and vocational training and the socio-economic integration of young people;

9 - School safety and protection of educational spaces;

10 - Resilience of the education system in the face of crises.

Prime Minister Alix Didier Fils-Aimé, represented by Ms. Axène Joseph, reiterated the Government's commitment to allocating 4% of the Gross Domestic Product (GDP) to the education sector. Faced with a systemic crisis affecting both educational and socio-economic aspects, the Prime Minister considers this overhaul an "imperative national necessity".

"These national consultations aim to engage the nation's vital forces in a profound reflection to achieve social and economic mobility," the Prime Minister emphasized.

Minister Antoine welcomed the large turnout of teachers' unions, parents' associations, experts, representatives from the private sector, and members of the diaspora. This mobilization demonstrates a shared commitment to resolving the multidimensional crisis that jeopardizes the future of young Haitians.

These three days of discussions and proposals should lead to strategic documents capable of turning the tide. As Guy Serge Pompilus, the Coordinator of the Conference, reminded everyone, "the success of this transformation depends on the contribution of each participant".
