Haiti - Security : Graduation ceremony for 877 new police officers

On Friday, January 23, 2026, the graduation ceremony for the 35th promotion of the Haitian National Police (PNH) (and the first class of the P4000 program) took place at the National Police Academy (ENP), comprising 877 new police officers, including 156 women.

Prime Minister Alix Didier Fils-Aimé, accompanied by Laurent Saint Cyr, President pro tempore and Coordinator of the Transitional Council (CPT), attended the graduation ceremony for the class named "Aurore" a symbol of rigor and steadfast commitment. The ceremony took place in the presence of, among others, presidential advisors Emmanuel Vertillaire and Frinel Joseph, Justice Minister Patrick Pélissier, the High Command of the Armed Forces of Haiti (FAd'H) and the High Command of the Haitian National Police (PNH), representatives of the Gang Repression Force (FRG), Secretary of State for Public Security Mario Andrésol, Chargé d'affaires of the U.S. Embassy Henry Wooster, members of the diplomatic and consular corps, public administration officials, and international partners.

In his address, the Prime Minister, who also heads the Superior Council of the National Police (CSPN), commended the patriotic commitment of the new recruits and reiterated that Project P4000, which aims to train 4,000 new police officers between 2026 and early 2027, represents a strategic response to the national security emergency.

Fils-Aimé reaffirmed the determination of the CPT and the Government to sustainably restore State authority, strengthen the operational capabilities of the Haitian National Police (PNH), and regain control of territories occupied by criminal and terrorist gangs due to insecurity. "This program is a national strategy for regaining, stabilizing, and consolidating State authority. The State is no longer backing down. It is fully assuming its mission."

In conclusion, the Prime Minister expressed the Haitian government's gratitude to its international partners, particularly the United States, Canada, and the European Union, for their unwavering support in restoring security, revitalizing the economy, and organizing general elections throughout the country.

Laurent Saint Cyr urged the national security forces to remain fully focused on restoring security, despite attempts to undermine the national momentum of retaking the territory.

"I pledge that decisions made at the highest levels of government will always be aligned with the fundamental aspiration of the people : the restoration of security. We stand with the interests of the majority. The majority is not two, three, or five people. The majority is the people. And the interests of the majority are security." He also urged the security forces to remain fully mobilized against any attempt at destabilization, reiterating that security is essential for national stability, the organization of credible elections, and the return to normal life for the population.

Addressing the new police officers, Laurent Saint-Cyr called on them to demonstrate loyalty, integrity, and courage, to reject all forms of corruption, and to remember that the police serve the law, the Republic, and the people, not politics.

In a particularly delicate context, the President of the CPT urged the national security forces to remain fully focused on restoring security, despite maneuvers aimed at undermining the national momentum for retaking the territory.

The Minister of Justice, in his address to the new police officers, declared, "You are engaged in the battle. You must serve your country with honor, protect the population with dedication, and always act in accordance with the law and fundamental rights."

Henry Wooster, the U.S. Chargé d'Affaires in Haiti, stated that Haiti's security and stability are the United States' top priority. "Haitians have suffered enough from gang violence. This graduation marks the beginning of a sustained national effort to strengthen the capabilities of the Haitian National Police (PNH) [...] The approximately 40% increase in police personnel over 16 months is not just a numerical target; it is a strategic choice based on the country's security realities."
