Haiti - Politic : Career Development Plan at the ONA

In a particularly challenging socio-economic context, marked by business closures, rising job insecurity, and social tensions, the National Old-Age Insurance Office (ONA) is committed to modernizing its management and strengthening its capacity for innovation.

Since taking office in February 2025, Director General Ronald Bazile has initiated several major reforms, including the restructuring of institutional governance and the improvement of working conditions.

At the heart of this dynamic is the Career Development Plan (CDP), designed to enhance employee skills through merit, training, and productivity. This plan also aims to give due recognition to those "overlooked" by the institution, by ending favoritism and ensuring that the right person is in the right place.

The CDP is already being implemented. The Career Management and Training Unit was created to monitor career paths, offer continuing education programs, and oversee promotions based on objective criteria. The plan's various stages are clear: identifying overlooked employees, processing applications, and forwarding letters announcing promotions. The first group has already received their promotion letters, while a second group is currently being processed and will receive theirs by the end of the month. Scholarship applications are also being processed, and several employees have already seen their status change based on their academic level. All employees are encouraged to complete the online form to track the progress of their application.

The Training and Career Planning Unit began a national tour two weeks ago, starting in the Port-au-Prince metropolitan area.

Since January 27, the tour has continued in the North and then the South, with the aim of raising staff awareness of this ambitious project. Following this tour, employee training sessions will begin.

With the CDP, the ONA is no longer content with mere words: it is taking action to recognize merit, promote competence, and ensure justice within the institution. This ambitious project promises to profoundly transform the professional lives of thousands of employees across the country.
