On Friday, March 13, 2026, Ms. Sharina Lochard, Secretary of State for Local Authorities, accompanied by, among others, Mallew Étienne, Director of Local Authorities, and Ms. Elvire Jean François, Coordinator of the Delegations and Vice-Delegations Coordination Unit, began a tour of consultations with local officials in the North and Northeast departments.

This tour of key stakeholders in neighborhoods, communal sections, municipalities, and departments aims to identify and establish a program of flagship and realistic actions, to be implemented jointly by the central government and local authorities, to address the urgent and specific needs of local populations.

As part of this tour, the delegation from the Ministry of the Interior, led by Ms. Sharina Lochard, participated on Friday, March 13, in a Special Technical Council meeting held with the participation of Engineer Joseph Almathe Pierre-Louis, Minister of Public Works, to discuss the political, social, and economic situation in the North Department. This Council meeting was replicated on the morning of March 14 in Fort-Liberté, under the auspices of the Northeast Departmental Delegation, with the participation of various stakeholders in that department.

These departmental Technical Councils addressed various points, including security, economic recovery, and the holding of elections, which constitute the Government's main priorities. These working sessions in the North and Northeast also provided an opportunity for the Secretary of State to request that the Departmental Delegates and Deputy Delegates of the North and Northeast districts, as well as the Departmental Directors, particularly those of the Haitian National Police (PNH) and the various Ministries and decentralized State agencies, work together to establish a stronger and more effective technical partnership with local authorities to address structural challenges and promote sustainable development.

Furthermore, Secretary of State Lochard also organized two other working sessions during the same period with the Mayors, the Councilors of Communal Section Administrations (CASEC), and the Communal Section Administrations (ASEC) of the North and Northeast departments. These meetings took place on the afternoon of March 13 at the Cap-Haïtien City Hall and on the afternoon of March 14 at the Northeast Departmental Delegation in Fort-Liberté, with the Minister of Public Works also participating. The objectives of these meetings were to assess the functioning of the communal sections and strengthen local coordination. They also provided an opportunity to discuss the current situation in the municipalities and identify priorities.

The results of the first phase of this tour of local authorities will be submitted to the Minister of the Interior for review and forwarding to the Council of Ministers, the Secretary of State indicated.
