2026-2027 Action Plan of the Haitian Ministry of Defense

On Friday, March 27, 2027, at the instruction of Mario Andresol, Minister of Defense, an information and exchange session was held regarding the 2026-2027 Action Plan. The aim was to facilitate understanding and engagement with this new plan among all Ministry executives.

Note that this plan was approved the previous day by the Prime Minister and is structured around three main objectives, broken down into twelve priority actions.

To ensure the relevance, coherence, and legitimacy of the proposed reform measures, the 2026-2027 Action Plan is based on a methodology that combines data from situational risk analysis, institutional diagnostic data, and expert analysis from security and defense professionals.

The 2026-2027 Action Plan aims, among other things, to prioritize the following actions :

• Improve the operational capacity of the Haitian Armed Forces (FAd’H) in combating armed gangs, with a view to organizing safe and credible elections before the end of the year;

• Strengthen and diversify international strategic partnerships to support the development and professionalization of the FAd’H;

• Develop the Ministry of Defense’s capacity to produce proactive and strategic knowledge to guide government decision-making in the areas of security and defense.

Following this meeting, the heads of the Ministry’s main administrative and technical departments agreed to begin implementing the various actions under their responsibility without delay.

On the sidelines of the meeting, a Monitoring Committee was established to ensure the follow-up and evaluation of the Plan’s implementation.
