With the aim of strengthening institutional coordination, improving the overall performance of the education sector, and ensuring better use of public resources, Vijonet Déméro, the Minister of National Education, is preparing to establish the Strategic Orientation Council (COS), in accordance with the provisions of Articles 94, 95, and 96 of the Decree of May 17, 2005, concerning the organization of the Central Administration of the State.

In accordance with the aforementioned articles, this Council will be composed of the Minister of National Education, the Secretary of State for Literacy and Non-Formal Education, the Director General of the Ministry, the Inspectors General of the National Education Administration, the President of the Council for Higher Education and Scientific Research, the Director General of the National Education Fund (FNE), the Director General of the National Office for Partnership in Education (ONAPE), the Director General of the National Institute for Vocational Training (INFP), and the General Coordinator of the National School Canteen Program (PNCS).

The Coordinators of the Project Management Unit, the Project Coordination Unit, and the Technical Directors of the Ministry of National Education and Vocational Training (MENFP) participated in these discussions.

The decision to establish the Strategic Steering Committee was announced on Friday, March 27, 2026, by Minister Déméro during a working meeting with the heads of the aforementioned institutions.

The Minister took the opportunity to outline the Government's top priorities : election preparation, economic recovery, security, and sound governance. Discussions focused on the latter point, with participants sharing their perspectives on implementing mechanisms to reduce the risk of corruption within the Ministry and all its affiliated entities. To this end, a "Declaration of Commitment" will be drafted. All civil servants and contract employees will be asked to voluntarily sign it.
