Elections : Preliminary Budget of USD 250 Million ! The Provisional Electoral Council (CEP) has prepared a budget of nearly USD 250 million for the upcoming elections. This amount is currently under discussion and arbitration at the government level, which, according to our sources, wants to reduce the budget. Jacques Desrosiers, President of the CEP, members of the government, and international partners including UNDP, UNOPS, and the OAS participated in this meeting. To be continued… Fuel Prices, Draft Decree A draft decree establishing an automatic price adjustment mechanism for petroleum products is under discussion in the government. This draft provides for a monthly review of pump prices based on fluctuations in the international market, with a framework designed to limit sharp variations. Thus, no changes would be applied if the variation is less than or equal to 3%, while adjustments would be capped at a maximum of 10% of the current price. Expropriation near the American Embassy The government of Alix Didier Fils Aimé has declared several properties located in the municipality of Tabarre, in the immediate vicinity of the United States Embassy, to be of public utility. 1,289.24 square meters located on the western side of the building housing the American diplomatic mission are affected by this decision, formalized in a decree published in a special issue of the Moniteur dated March 24, 2026. The area declared to be of public utility in the municipality of Tabarre is defined by geographical coordinates delimiting four main points. Point A is located at 72°14’36.29’’ West and 18°34’04.98’’ North, while point B is located at 72°14’37.27’’ West and 18°34’15.75’’ North. Point C is located at approximately 72°14’52’’ West and 18°34’16.12’’ North, and point D at 72°14’35.22’’ West and 18°34’05.12’’ North. The decree also provides for the immediate activation of the Standing Committee for Amicable Acquisition, tasked with conducting the assessment and compensation process for affected property owners. Illegal Production of Passports On Friday, March 27, Jean Fritz Patterson Dorval, the Government Commissioner at the Court of First Instance of Port-au-Prince, confirmed that Antoine Jean Simon Fénélon, the Director of the Directorate of Immigration and Emigration (DIE), along with nine other DIE officials, arrested on March 23 for the illegal production of passports (https://www.haitilibre.com/en/news-47140-haiti-news-zapping.html), were released after being questioned. However, the case is not closed. A travel ban has been issued against them. The file has now been sent to the investigating magistrate's office so that the full truth can be uncovered. City Center : Gradual Resumption of Activities On Friday, March 27, following the Council of Ministers meeting, Prime Minister Alix Didier Fils-Aimé visited the Champ de Mars, near the 2004 Tower, to assess the evolving security situation and the gradual resumption of activities in the city center. This field visit allowed the Head of Government to speak directly with citizens, whose return is a significant indicator of the restoration of security and stability. The population commended the resolute commitment of the security forces in the fight against insecurity and their determination to neutralize armed groups.
