FLASH : The Armed Forces of Haiti on  highest alert

On Thursday, April 2nd, 2026, the General Headquarters of the Armed Forces of Haiti (FAd’H) issued a Memorandum (GQG/NO : M-010-26) ordering the FAd’H to move to Condition D (maximum alert).

"[...] 1 - GENERAL ORDER

In anticipation of imminent military operations in the field, the High Command orders the move to Condition D for all military units and organizations throughout the national territory, effective Monday, April 6, 2026.

2 - MANDATORY MEASURES

The following provisions are effective immediately and must be strictly observed :

Troop Recall :

On Monday, April 6, at 8:00 a.m., all military personnel must report to their respective barracks. 100% operational readiness is required."

Permission and Leave :

All leave, permission, and exemptions are suspended until further notice. Uniform: Wearing the full uniform is mandatory for all movement (entering and exiting) within military facilities.

Facility Security :

Increased and systematic checks of vehicles and personnel at base access points will be strictly enforced.

Reports and Documentation :

The maintenance of duty logs and the precise documentation of all operational events must be carried out with the utmost rigor.

Logistical Support :

Unit Commanders are required to submit, within 24 hours, a statement of essential logistical needs to cover a period of thirty (30) days of self-sufficiency.

3 - OPERATIONAL READINESS

Each service member must ensure that their individual weapons and protective equipment are in good working order. Radio and telephone watch must be maintained 24/7 by the officers on duty.

4 - DISCIPLINE

The implementation of these directives is the direct responsibility of the unit commanders. Any violation or act of negligence will be dealt with firmly, in accordance with the Code of Military Justice. A zero-tolerance policy is in place.

HL Note : It should be noted that condition "D" presupposes a state of maximum alert, as declared in the case of a "state of siege" or imminent danger, and means having the maximum number of personnel at the commander's disposal.
