Monday 27, responding to the call of the Haitian National Police Union (SPNH-17), a protest movement led by agents of the Haitian National Police (PNH) in civilian clothes, was observed in Delmas. From the early hours of the afternoon, angry officers set up barricades using vehicles placed across the road in Delmas 33. In Delmas 31, burning tires were used to block several arteries, forcing motorists to turn around, many businesses remained closed. The protesters demanded the release of four of their colleagues (Serge Édouard Muscardin, Oberde Joseph, Ricardo Anglade and Nexbertso Déjean) arrested on April 14, 2026 by the Departmental Directorate of West-1. They denounce an arrest that they describe as "illegal and arbitrary" and demand clarification on the reasons for their arrest.

The PNH confirms that four police officers were placed in solitary confinement as part of an investigation carried out by the General Inspectorate, for acts of which they are accused. These are several actions committed by these police officers in violation of the law and PNH regulations.

The police authorities specify that these measures are part of strict compliance with its internal procedures, aimed at guaranteeing transparency, discipline and the proper functioning of the institution. The PNH High Command has taken these measures with the aim of strengthening the population's confidence in its police and improving the image of the police institution.

It is also recalled that the PNH is a hierarchical and disciplined institution, operating on the basis of principles and rules obligatory for all its members without exception. Each police officer has the obligation to respect them, in particular the formal prohibition of using the equipment and materials of the institution to commit reprehensible acts in the streets, likely to disturb public order.

Faced with this situation, the General Directorate is appealing to the population for calm and asking all police officers to remain at their posts in order to continue to provide their services normally.

The National Police of Haiti recalls that it only recognizes as police officers uniformed, regulated and well-identified agents; any individual wearing a balaclava and carrying a weapon creating disorder in the streets will be considered by the PNH as an individual subject to the sanctions provided for by law.

Protesters threaten to further paralyze the capital this Tuesday, April 28 if their demands are not met.
