Signing of a scientific cooperation and mobility agreement between UEH and QTR

On Wednesday, April 29, 2026, Dieuseul Prédélus, Rector of the State University of Haiti (UEH), and Sébastien Charles, Vice-Rector of Research and Development at the University of Quebec at Trois-Rivières (QTR), took a significant step in their collaboration by signing a scientific cooperation and mobility agreement.

This agreement is presented as a structuring partnership aimed at strengthening academic exchanges, joint research, and the circulation of knowledge between the two institutions.

During the ceremony, the Rector of the UEH interpreted this initiative as a "promising gesture for the future." Because it embodies a clear desire to build mutually beneficial relationships, the agreement carries significant symbolic weight. In the context of the enormous structural challenges facing Haitian higher education, it should be seen as an alliance between peers founded on reciprocity, mutual respect, and the shared conviction that knowledge is a universal good.

The agreement provides, among other things, for the establishment of student exchange programs, access to scholarships and international internships, the implementation of joint research projects, and the mobility of faculty and administrative staff. These mechanisms will allow Haitian students to pursue part of their studies in Canada and to host Quebec students in Haiti. The objective is to foster mutual academic and cultural enrichment.

Initially for a period of five years, the agreement establishes specific mechanisms for governing activities, particularly regarding intellectual property, funding, and the resolution of potential disputes. This agreement may be renewed, at the discretion of the parties, to ensure the continuity of ongoing projects.

Despite the country's isolation, the project to internalize higher education, championed by the Executive Council of the State University of Haiti (UEH), continues, with the development of an increasingly dense network of international academic partners.
