Creation of the Haiti's School and Vocational Guidance Unit 19/06/2026 10:00:51
In order to combat academic failure, support students experiencing learning difficulties, and maximize the potential of intellectually gifted or precocious students, Minister of Education Vijonet Déméro, in a circular (C-11-1130) dated June 18, 2026, notes the need to offer psycho-educational support tailored to the diversity of learner profiles. To this end, the School and Vocational Guidance Unit (UNOSP) has been created within the Ministry. It is placed under the high responsibility of a Coordinator appointed by the competent authorities and is administratively attached to the Directorate General. The UNOSP's main mission is to : Support students experiencing difficulties : Identify, diagnose, and propose psycho-educational remediation plans for students with learning disabilities or at risk of dropping out of school; Guiding Gifted Students : Implementing identification protocols and enriched or accelerated educational pathways for children with High Intellectual Potential (HIP); Career Guidance Counseling : Guiding students in their choices of secondary, vocational, and university studies, as well as in developing their "Future Plan" based on their abilities and the needs of the job market. To ensure local support, UNOSP operates throughout the country : • Each Departmental Directorate of Education (DDE) will establish a "Departmental School and Vocational Guidance Service (SDOSP)"; • These departmental services will act as the operational arms of UNOSP. They will be composed of career counselors, educational psychologists, and social workers; • They will work closely with school principals and the inspectorate within their respective jurisdictions. To fulfill its mission, UNOSP will act as the Ministry's central body for psycho-pedagogical support and guidance. It works in close synergy with key stakeholders in the education system according to the following modalities: With the School Health Directorate (DSS) : UNOSP collaborates directly with the DSS to cross-reference medical diagnoses (visual, auditory, neurological, or psychological disorders) with learning difficulties, ensuring holistic support for the student; With other Technical Directorates : UNOSP works in conjunction with the Technical Directorates (Curriculum Directorate, Preschool Education Directorate, Basic Education Directorate, Secondary Education Directorate) and the Commission for School Adaptation and Social Support (CASAS). Together, they design adapted curricula, guidance pathways, and enrichment programs; With the Departmental Directorates of Education (DDE) and the School District Offices (BDS) : The DDEs, through their departmental guidance services, implement the UNOSP guidelines. The BDS and the Zone Inspection Offices provide close monitoring, technical supervision, and data collection in the field; With School Administrations : Schools (public and private) constitute the first level for identifying students (with learning difficulties or gifted) and the setting for implementing individualized support plans. The UNOSP has regulatory and final decision-making authority throughout the national territory for all matters relating to educational guidance and support: Validation of assessments and guidance : All assessments, psycho-educational reports, and guidance proposals from school psychologists, school principals, or the technical services of the DDE (Departmental Directorate of Education) must be submitted to the UNOSP for review. Official decision-making authority : The UNOSP is the only body authorized to officially validate, approve, or reject major decisions concerning a student's educational path, including: grade skipping or admission to accelerated programs for gifted students; placement in technical, vocational, or specialized tracks; and placement in remedial or adapted education programs. Enforceability : No final placement or educational adjustment decision may be imposed on a student or their family without the official approval of the UNOSP Coordinator or their duly authorized departmental representative. Final Provisions : The Directorate General, the Human Resources Directorate (HRD), and all the Regional Directorates of Equipment (DDEs) are each responsible, within their respective jurisdictions, for the immediate implementation of this circular. The structures concerned have 90 days from the date of publication of this circular to submit their staff deployment plan to the Minister's Office and the HRD. HL/ HaitiLibre
