Haiti - ONA : Ambitious reform of social registration

On Wednesday, July 15, 2026, Ms. Lovely François, Director General of the National Old-Age Insurance Office (ONA), remaining true to her roadmap of making social security a pillar of the state's reconstruction and the protection of Haitian workers, is resolutely pursuing fundamental reforms aimed at the lasting transformation of the institution.

Convinced that no true social security system can exist without modern, reliable, and universal registration, she has made issuing an insurance card to every Haitian worker an absolute priority for her administration.

It is with this in mind that the Director of Social Security, Mr. Andolphe E. D. Guillaume, presented an ambitious reform of social registration, designed to resolve one of the ONA's oldest and most complex challenges.

This reform is not simply an administrative innovation. It marks the beginning of a new era for social security in Haiti. Its aim is to provide each worker with a unique, permanent, and secure social identity, to completely modernize the management of insured individuals' files, and to guarantee faster, more transparent, and more efficient access to benefits and pensions.

For Director François, every Haitian worker should be able to hold their social security card in their hands, a symbol of their rights, their dignity, and the recognition of their contribution to national development. This ambition reflects a deep conviction: social security should not be a privilege for anyone, but a guaranteed right for all.

This vision prioritizes results, modernizes public institutions, and places the citizen at the heart of government action.

Giving each worker a social security card is much more than simply issuing a document : it is officially recognizing their right to social security, protecting their future, preparing for their retirement, and strengthening trust in the institutions of the Republic. It is this historic challenge that the National Social Security Office (ONA), under the leadership of Ms. François and in accordance with the Prime Minister's vision, has resolutely chosen to meet.
