On Saturday, July 25, 2026, a community meeting dedicated to the "Return to the Neighborhoods" (Solino) project was held at the Sainte-Rose de Lima Auditorium, marking the beginning of a reconstruction process based on listening, citizen participation, and hope.

The Government is resolutely pursuing its commitment to the return of displaced persons. Beyond the reconstruction of infrastructure, this project aims to restore to families the fundamental right to return to their homes, their neighborhoods, their familiar surroundings, and their dignity. It aligns with the Government's commitment to sustainably restoring security, strengthening social cohesion, and creating an environment conducive to a return to normal life.

Discussions with community organizations provided an opportunity to present the project's methodology and lay the groundwork for a neighborhood committee that will support the reconstruction and ensure local governance.

Coordinated by engineer Pascale Oriol, the project is structured around four priorities : restoring security, rebuilding the neighborhood, revitalizing the economy and community, and progressively securing property rights. Assessing needs will be the first step in an intervention intended to make Solino a model for reconstruction in other neighborhoods across the country.

Ms. Oriol reaffirmed that this initiative reflects a concrete commitment from the State to the population. She also emphasized the transparency of the process, the active participation of citizens, and the implementation of a zero-tolerance policy against corruption.

Implemented with the support of the Public Buildings Construction and Housing Unit (UCLPB), the Public Enterprise for the Promotion of Social Housing (EPPLS), the Interministerial Committee for Territorial Planning (CIAT), the Ministry of the Interior and Territorial Communities (MICT), and the International Organization for Migration (IOM in Haiti), the “Return to the Neighborhoods” project demonstrates the Government’s commitment to transforming hope into concrete actions.

For the Prime Minister, the return of displaced families is more than just a goal : it is a national duty, an act of justice, and an essential step toward rebuilding a safer, more united, and stronger Haiti.
