This summary was prepared based on the report submitted by the United Nations Integrated Office in Haiti (BINUH) to the Secretary-General on July 14. It presents the main developments in Haiti since the last report of April 14, 2026.

Developments in the Situation

• May 16, 2026: Visit by the Secretary-General—call for increased international support and commitment to continue supporting a political process led by Haitians themselves.

• May 27, 2026: Inauguration of the Specialized Judicial Hubs for Mass Crimes, Sexual Violence, and Financial Crimes.

• June 1st, 2026: Establishment of the United Nations Support Office in Haiti in accordance with the timelines set by resolution 2793 (2025) and commencement of operations by the Anti-Gang Force.

Political Dialogue and Elections

• Agreement on a Budget for the elections.

• May 28-30: Organization, in partnership with the State University of Haiti, of an international conference on the electoral process.

• Consultations:

• April 16 with representatives of the private sector.

• April 27 with civil society (women, religious groups, media).

• Awareness Sessions for First-Time Voters: June 2 (Port-au-Prince), June 18 (Cap-Haïtien), June 23 (Les Cayes).

  Training for Journalists:

  • Training of 369 journalists in five departments for a peaceful electoral process (with the support of the Peacebuilding Fund and the OHCHR).

  • Between April and June, support was provided to a media association for the training of 200 online journalists in Haiti and the diaspora.

  DDR Program : Consultations were held from April 2 to 27 (national institutions and civil society) to secure international support for the implementation of a national Disarmament, Demobilization, and Reintegration (DDR) program.

  Security, Rule of Law, and Human Rights

  1. Gang Violence

  • Partial restoration of the state presence in the municipalities of Delmas and Port-au-Prince, as well as in certain institutional sites around the Champ de Mars.
  • Intensification of violence in the departments of Artibonite and Centre, and expansion in the Southeast.
  • Clashes between gangs in La Plaine du Cul-de-Sac (Cité-Soleil / Croix-des-Bouquets).

  • 825 cases of sexual violence documented between March 1 and May 31 (84% gang rapes).

    2. Justice & Prison Administration

    • On May 28, the criminal justice system monitoring committee, with the support of BINUH, brought together 26 key stakeholders to discuss the issue of prolonged pretrial detention.

    • Prison statistics as of June 30:

    • 7,563 inmates in total (including 413 women, 263 boys, and 20 girls).

    • Occupancy rate: 313%.
    • 82% of the total prison population is in pretrial detention.

      3. Human Rights & Training

      • In April: 40 cases of potential summary executions perpetrated by police officers were referred to the General Inspectorate of the Haitian National Police (IGPNH).

      • Between April and May: 149 representatives of civil society in eight departments were trained in data collection to combat corruption.

      • Between May and June: Training was provided to more than 1,300 officers and 30 commanders of specialized PNH units involved in the fight against gangs.

      • Specialized Training: 270 members of the Anti-Gang Force were trained in child protection and the prevention of sexual exploitation and abuse.

      • Peace and Integrity: Supported by the Peacebuilding Fund, they continued their activities in 15 schools in the capital.

      Humanitarian Situation

      • 6.4 million people (half of Haiti's population) are in need of humanitarian assistance.

      • 1.47 million internally displaced persons, representing 12% of the population.

      • Funding: As of June 15, only 25% of the humanitarian response plan had been received (total required: $880.3 million)
