On Tuesday, September 9, 2026, Raina Forbin, the Minister of Foreign Affairs, participated in the Ministerial Meeting in Addis Ababa, Ethiopia (East Africa), dedicated to the mid-term review of the Doha Development Agenda for Least Developed Countries (LDCs).

Organized by the Office of the High Representative of the United Nations for Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, this meeting provided Haiti with an opportunity to advocate for its specific interests, particularly strengthening its security advocacy and consolidating its strategic alliance with Africa.

In her remarks, Raina Forbin emphasized that the restoration of security and stability are essential conditions for the full realization of the Doha Development Agenda's objectives in Haiti. In this context, the Chancellor called on African states and the entire international community to strengthen their mobilization around Haiti’s national priorities, particularly security, the organization of elections, and economic recovery.

While commending the solidarity already demonstrated by several countries on the continent, notably Chad, Sierra Leone, and Côte d’Ivoire, which are committed to supporting Haiti within the framework of the Gang Supression Force (GSF), the Minister advocated for the renewal of the mandate and the rapid and full deployment of this Force. She also called for the mobilization of the financial, logistical, and operational resources necessary for the FRG to fulfill its mission.

Beyond the immediate security crisis, the Minister advocated for financing mechanisms better suited to the realities of countries facing crises and fragility. These instruments must simultaneously support stabilization, the transition from humanitarian emergency to economic recovery, and long-term development.

Minister Forbin thus considers this meeting an important step in strengthening the strategic alliance between Haiti and Africa, as well as in defending the country's specific interests within the group of Least Developed Countries (LDCs). For the Foreign Minister, the shared history between Haiti and Africa must now become a strength for the future and a lever for solidarity, stability, and development.
