Haiti - Economy : Accounting framework for local authorities
Last week, at the Hotel Montana, the Directorate General of the Treasury and Public Accounting (DGTCP) met with various stakeholders involved in the accounting framework for local authorities. Participants included the Ministry of the Interior and Local Authorities, Public Treasury accountants, the Superior Court of Auditors and Administrative Disputes (CSC/CA), and the municipal governments of Port-au-Prince, Delmas, Cité Soleil, Tabarre, Pétion-ville, Carrefour, and Croix-des-Bouquets. In his opening remarks, Jean Michel Silin, Director General of the Budget, acknowledged the significant progress made, which has enabled the concrete initiation of an assessment of the local authorities' accounting framework. He noted that this assessment has moved beyond the stage of mere intentions: it is now underway, documented, and being consolidated. He also emphasized that the reform is designed to be progressive, practical, and sustainable, and is being developed in collaboration with stakeholders for the benefit of citizens. The discussions were guided by expert Nicodème Adzra from Expertise France, alongside officials from the DGTCP and the CSC/CA. They focused primarily on the execution workflows for local authority expenditures and revenues (processes, procedures, chart of accounts, IT tools, etc...), as well as the CSC/CA’s role in providing oversight and support to these authorities. Looking ahead, the next major deliverable will be the finalization of the assessment and the technical analysis note based on the field visit findings. This note will serve as the foundation for revising the local authorities' accounting framework and for developing the comprehensive training and capacity-building plan that will accompany the rollout of the Haitian State’s new Chart of Accounts (PCEH).
