On Wednesday, September 23, the Provisional Electoral Council (CEP) published the names of 9 individuals who have registered as Presidential candidates for the December 2026 elections. It is important to remember that this list remains purely preliminary and subject to change. Here is what you need to know about the progress of this list. The CEP is currently analyzing the legal compliance of the physical files submitted by each candidate. Until this verification phase (particularly constitutional eligibility and the requirement of 30,000 affiliated members per party) is finalized, no candidate is officially "approved".

It should be noted that Michel Martelly's candidacy is not on the list. His registration having been completed the day before, the CEP's website and digital platform require some time to process, administratively validate, and synchronize the new data for each applicant.

Furthermore, one of the clauses of the 2026 decree prohibits the validation of anyone subject to UN Security Council sanctions. It should be noted that former President Martelly is NOT on the Security Council sanctions list. However, he is subject to economic and territorial sanctions imposed individually by several countries and major international organizations :

The UN Panel of Experts on Haiti explicitly accused Michel Martelly in its official reports (notably in October 2023) of having financed and sponsored armed gangs to expand his political influence.

On August 20, 2024, the US government sanctioned Michel Martelly for his role in international drug trafficking (cocaine), money laundering, and his support for gangs.

On December 15, 2025, the Council of the European Union added him to its blacklist. The EU has imposed an asset freeze and a travel ban on him for complicity in organized gang violence.

In November 2022, Canada became the first country to directly sanction him for corruption and financing armed gangs.

The Provisional Electoral Council's (CEP) assessment of his case remains a central point of contention. Haitian legal experts will rigorously analyze whether the American, Canadian, and European sanctions, combined with the conclusions of UN experts, are legally sufficient to invalidate his candidacy based on the probity and moral integrity criteria of the new electoral decree.
