Haiti - Economy : 2026-2027 Budget - The 3 Government Priorities
With a total allocation of 401.2 billion Gourdes, the 2026–2027 budget, adopted on September 30, 2026—focuses on three government priorities : public security and national defense; the organization of elections and institutional restoration; and economic recovery linked to social protection and regional revitalization. First Priority : Public security and national defense remain the central priority of the budget. The Government intends to strengthen the operational capabilities of the Haitian National Police (PNH) and the Armed Forces of Haiti (FAd’H), secure major roadways, intensify the fight against criminal armed groups, and create the minimum conditions necessary for the resumption of economic activity. The Ministry of Justice and the Ministry of Defense have been allocated 73 billion Gourdes, representing 18% of the total budget. This allocation covers the payroll and associated costs for PNH and FAd’H personnel, as well as the operational goods and services essential for the functioning of law enforcement and security forces, specifically food, fuel, equipment, maintenance, logistics, communications, and operational support. These funds will enable the continuation of the P-4000 program, aimed at recruiting and intensively training 4,000 new police officers; the honoring of contractual installments for the acquisition of equipment for the PNH; support for the gradual scaling up of the FAd’H in line with the government’s goal of reaching a force of 15,000 soldiers over three years; and the financing of a new prison, which is essential for strengthening the criminal justice chain and combating impunity. Second priority : The budget incorporates the resources needed to conduct the electoral process, secure operations, manage logistics, handle institutional communication, and support the bodies involved in organizing the elections. To this end, an allocation of 8.6 billion gourdes is designated for exceptional expenditures linked to electoral activities and support for political parties—up from 5.9 billion in the 2025–2026 supplementary budget, representing an increase of 2.7 billion. The budget also provides additional funding to ensure the smooth operation of state institutions—specifically Parliament (comprising the Chamber of Deputies and the Senate) and the Presidency—in light of the turnover of political officials following the elections. Third priority : The third priority is to support a gradual economic recovery focused on projects capable of delivering tangible results. The 2026–2027 budget strikes a delicate balance between revenue mobilization efforts, security and electoral imperatives, social protection, investment needs, and macroeconomic discipline.
The budget reflects the Government's commitment to addressing national emergencies while safeguarding the conditions for sustainable stabilization. It is based on rigorous trade-offs within a context of limited resources. It seeks to reconcile the population's immediate needs with the requirements of fiscal discipline, transparency, and accountability.
