Haiti - Law : «The Digital Revolution of the Haitian Law»

Dr. Bernard H. Gousse, Lawyer, has just released his book "The Digital Revolution of the Haitian Law" which treats among other : of E-governance, cyber-crime and of the reform of the Haitian law in this area. "...it is a plea, for a thorough reform of the Haitian law, this is why I talk of revolution. This is not a simple adaptation a revolution, why ? The e-government hould not be grafted on the old procedures, therefore this is a whole transformation of the state, a transformation of how the State do the thinhgs which is proposed. Based on the success stories that have taken place in Latin America, we have identified the steps of the implementation of the e-government, the conditions for success and objectives to put in place [...]"

Concerning cyber-crime, Me Gousse explains "There are various control methods that do not exclude each other, but that must be taken together. On the one hand, there is a legislation to implement and secondly there is the establishment of staff, both at the judicial police, the PNH at the level of the Secretariat of State for Public Security [...] It is also necessary to incorporate mechanisms on cyber crime, a warning system 24/24, which allow that all computer crimes that are committed, are passed around. For example, in the transfer of illicit funds in the fight against terrorism, it is necessary that the responses could be done quickly. There are mechanisms that have been set up at the universal level and at the Inter-American level which require the establishment of an alert teamp 24/7 whose the Government, the State must acquire.
