Haiti - Elections : New Meeting Executive-Senators, small opening...

The President Michel Martelly accompanied by several Ministers [ [Ronsard St-Cyr, Mario Dupuy, Jean-Renel Sanon, Ralph Théano], of Guyler Delva, Secretary of State for Communication and its advisers (including his special advisers Youri Latortue and Joseph Lambert) met Tuesday at the Hotel Montana a group of 17 senators in an attempt to break the impasse in which the country finds itself in the formation of a Permanent Electoral Council of 9 members responsible for organizing the upcoming senatorial elections and municipal elections. The Senators Moïse Jean-Charles, Westner Polycarpe and Maxime Roumer were absent from this meeting marathon which lasted almost 9 hours...

Following a marathon meeting of almost 9 hours, no solution could not really be found, except an opening "of semantic order" of Senator Andrys Riché (Organisation du Peuple en Lutte - OPL), who found a favorable echo among the Executive, who does not want to hear about "Provisional" Council. The Senator Riché proposed a "new formula" that he named Permanent Electoral Council Conjunctural (CEPC) that would allow the maintenance of six electoral advisers already in place. He suggested that the 3 representatives of the legislative body to the CEP, are filled by leaders of organizations of civil society, while specifying that this CEPC would have the responsibility to organize only the senatorial elections. For his part, the Senator Steven Benoît, remained on its positions and continues to propose, an ultimate Provisional Electoral Council of consensus, to achieve the next election, before forming the true Permanent Electoral Council once the Senate will have all its members.

The Senator Riché clarified "Us the senators, we will sit to decide on a new proposal from the two proposals made at the meeting," before returning sit with the Executive.

The President Martelly reiterated its willingness to respect scrupulously the amended Constitution seems to show an openness to the proposal of Senator Riché. Explaining that this approach was a concept that took into account a Permanent Electoral Council, already in place, but also the difficulties encountered by the Senate "So we made ​​a compromise to add the word conjunctural." However, the Head of State warned that if the two chambers were permanently unable to meet in the National Assembly, the Permanent Electoral Council, with only 6 members will continue to work.

Desras Dieuseul Simon, President of the Senate, hope that a consensus could be reached before September 15, 2012 and expects that the parties make the necessary concessions to foster the holding of elections before the end of the year.
