Tabled in the Lower House on 29 June, the Finance Bill 2012 to 2013 should enter into force, according to the prescribed in the Constitution, on October 1, 2012. This draft budget should have been normally be approved in the same terms by both Houses, if Monday, September 10, before the closure of the second parliamentary session, to the Lower House had been able to vote, what was impossible due to the absence of about fifty deputies... making that the quorum required was not reached.

Marie Carmelle Jean Marie, the Minister of Economy and Finance has indicated that early this week, before the departure of President Martelly to New York, an agreement was found between the Presidency and the Economy and Finance Commissions of both Houses. This compromise, that takes into account certain amendments of both Houses, prevents the continuation of the 2011-2012 budget and should allow the publication of the Finance Act 2012-2013, in the official newspaper "Le Moniteur" and to the government, unless twist of last minute, to respect the Constitution by adopting the budget before the start of the new fiscal year, which begins on Monday, October 1st.

Antoine Rodon Bien-aimé, the President of the Economy and Finance Commission of the Lower House has confirmed that the government would publish this budget of consensus.

However, the Deputy Dorgil Jusclaire, Co-President of the Commission finances of the Chamber of Deputies, disapproves this deal he describes as illegal. He stressed that the Haitian Constitution does not mention the approval of a budget of consensus, and call the Executive to convene a Exraordinary Assembly of Deputies, in order to proceed to the vote of budget 2012-2013.
