Haiti - Politic : The 3 Representatives of Parliament designated but...

Monday, the Bicameral Commission would have, finally designated before midnight, time limit of the deadline, the 3 representatives of the Parliament, to serve on the College Transitional of Permanent Electoral Council (CTCEP), responsible for organizing the next elections.

Some hours before midnight, the Deputy Jean Danton Léger suggested that the Lower House had chosen the former deputy Pierre Simon Georges as its representative. Information classified as rumor by the Senator Jean William Jeanty, Co-Chair of the Commission, which stated that none of the 3 members had not yet been chosen, while ensuring that this choice would be made before midnight.

The names of the 3 representatives of the legislative branch are not known, in accordance with the terms of reference of the Commission, which condition the release of these 3 names to the prior resolution, by the Executive and the Judiciary, of their problems of representation within the Permanent Electoral Council (CEP).

In addition, the Senator Jeanty, and Deputy Abel Descollines, freely interpreting Article 4 of the Agreement of 24 December 2012, adds a additional condition for the publication of the names of their representatives, by requiring the compliance of the "commitment" made by the Executive to remove one or more of its representative installed to the Permanent Electoral Council.

Article 4 of the Agreement of 24 December 2012, mentions " In the framework of this agreement, the Executive, if circumstances require, may obtain the withdrawal of one or all of its representatives already appointed and installed to the Permanent Electoral Council.", the use of conditional in the writing of this article is far of being a formal commitment, as suggested by the Parliament, which opens with this new condition, the way to future complications or delay in the implementation of CTCEP.
