The Haitian Relief Organization (J/P HRO), [created by Sean Penn] and the Haitian Government, signed a grant agreement of U.S. $ 8.75 million for the implementation of a 16-month project to help families living in camps managed by J/P HRO, to return their neighborhoods and residents of surrounding areas to build new housing and community infrastructure.

The Haitian Government has entrusted the management of this allocation, funded by the Haiti Reconstruction Fund (HRF) through the World Bank, at Bureau of Monetization of Development Aid Programs (BMPAD) acting as contracting authority.

J/P HRO runs two IDP camps and its objective, is to facilitate to these refugees and residents of the surrounding neighborhoods, the transition from temporary shelters to sustainable communities and prosperous. This grant will allow J/P HRO, to pursue this objective by supporting two of its programs : Camp Management and of Relocations, Engineering and Construction.

The Programme of Camp and Relocations of J/P HRO could provide to 14,000 people the allocation, support and the options necessary to find a safe, permanent housing. Thus, this project will allow all IDPs remaining in camps in Petion-Ville and Cité Maxo, to back in the neighborhoods of their choice.

J/P HRO began the camps management activities in March 2010 when the combined population of these two IDP camps has reached up to 60,000 people. The grant will also support the work of the team of Protection of J/P HRO that provides assistance to the most vulnerable families and a program to prevent domestic violence based on gender.

In addition, the Program Engineering and Construction of J/P HRO will be able to work with community committees to design and build 45 new housing units as well as new community facilities in the neighborhood of Delmas 32. This work will increase the availability of housing while making the neighborhood safer and more accessible.

Finally, this project aligns with the more global vision of J/P HRO, which is to support the inhabitants of Delmas 32 and demonstrate that something fundamentally different can come from a "slum".

The Bureau of Monetization of Development Aid Programs (BMPAD) the Unit of Housing Construction and of Public Buildings (UCLBP) and the World Bank are the partner entities for the guidance, management and supervision of this project.
