Haiti - Politic : Recruitment and deontology in the public service

Less than 15 days after the publication of two decrees (April 11, Le Moniteur #63) respectively on recruitment by competition at the public and the deontological rule applicable to officials, a workshop was held Wednesday at the Royal Oasis Hotel, at the initiative of the Office of Human Resources Management (OMRH) for the implementation of both decrees.

For the occasion, all Directors and Chiefs of services of ministries and decentralized technical services were convened. The latter are directly involved in the process of implementation as they are part of the main actors of the system.

According to Jean Philippe Elie, Coordinator of Public Service, "the decree establishing the procedures and organizational modalities of recruitment competitions giving access to jobs in the publicis firmly committed on the path of change. The impact will be positive for the country." In addition, he proposed tools that can help achieve the measures taken in this decree.

This new decree calls for merit and now, government agencies will forward the list of vacancies by category and level to the OMRH, from the first week of October each year. This is one of the requirements of the decree, which establishes the procedures and organizational modalities of recruitment competitions, providing access to jobs in the public service.

In addition, Mr. Charleston Charles, Expert of UNDP in supprot to OMRH, has intervened on the second decree defining the deontological rule applicable to public servants. From the outset, Mr. Charles clarify the difference between the moral rule, the deontological rule and ethics rule. Later, he distinguished the deontological rule (non-binding) of the rule of law (binding). After having passed through the various chapters of this decree, Mr. Charles emphasized on the non-coercive character of the official document, while acknowledging that his compliance by public officials, will reflect back on the image of the government.

This workshop between OMRH and Directors and Chiefs of staff of ministries and agencies, is a first meeting which will be followed by several others.
