Haiti - Politic : Workshop on the Modernization of the Public Document Management 12/05/2013 10:10:14
Under the Thursdays of the Public Governance, Uder Antoine, General Coordinator of the Office of Human Resources Management (OMRH), was one of the panelists to intervene at the 15th conference of Thursdays of the Public Governance, which was held at the Ministry of Planning on the theme "Public Management and Good Governance : the OMRH and Haiti's National Archives in the heart of a major project to modernize the Public Document Management" In her speech, Maude Doyon, an expert in document management and archivist to the Quebec government, stressed the importance of archives in the life of any society by sharing the Canadian experience in this field. It is necessary, according to her, "A regulatory framework and a legal framework to regulate the operation of public records [...] The archival documents should be the subject of research or consultation except those containing personal information. They should be classified, distributed (according to the case) and managed in an integrated manner. esponsibility of archives, all kinds of documents that they are audiovisual, maps, historica..." she noted among others. Mr. Jean Kern Bélizaire, Documentalist archivist and Technical Director of Haiti National Archives (ANH) has, for his part outlined the history of Haitian Archives, before discussing a range of issues faced by the institution. According to him, the earthquake has exacerbated the crisis of document management in Haiti. Some ministries have an archive, some not. Many documents are stored in containers, which increases the risk of damage and worthlessness. He advocates, through the Program of Management of Administrative Documents, at the level of each ministry : the digitization of documents and thetraining of technical staff through a management unit. This project interministerial aims the dynamization of public administration, the mastery of the records, the good governance, the decentralization, the new "archival" policy and access to government information. Author of the last intervention, Mr. Antoine briefly presented the OMRH before dwelling on the Centre for Research and Documentation (CREDOC), whose mission is to keep intact the memory of the Primature, via the management of administrative and official documents.
