Haiti - Politic : New attempt to ratify the Law on transnational fraud

On Tuesday, the lower house will attempt once again to ratify the law on transnational fraud (money laundering and financing of terrorism). Ratification had been postponed last time on June 25 for an issue related to the definition of "terrorism" in Haitian society... while Haiti risk serious sanctions in the absence of the passage of this law, already ratified by the Senate since February 28, 2013 https://www.haitilibre.com/en/news-8882-haiti-politic-the-lower-house-blocks-again-the-vote-on-the-law-on-transnational-fraud.html

This legislation is part of 11 bills on the agenda of the second ordinary session of the 3rd legislative year that must be passed in priority, as announced last Thursday by the Head of Government in accordance with the Presidents of the two Chambers https://www.haitilibre.com/en/news-8941-haiti-politic-priority-bills-to-the-legislative-agenda.html

Priority bills :

  • Bill on the establishment, organization and functioning of the National Fund for Education (FNE) ;

  • Bill on microcredit ;

  • Bill on food security ;

  • Bill fixing the number and the name of ministries ;

  • Projet de loi établissant le cadre d’organisation et de fonctionnement des collectivités territoriales ;

  • Bill on e-government ;

  • Bill on electronic signature adapting the law of evidence to the information technology expanding the powers of the National Council of Telecommunications ;

  • Bill on electronic exchanges ;

  • Bill on consumer protection ;

  • Bill on the quality control of food ;

  • Bill sanctioning money laundering and terrorist financing.

However, despite the joint decision between the Executive and the Legislature, Senator Steven Benoît, First Secretary of the upper chamber, already questioning the agenda of Parliament, saying no being bound by this agreement Agenda.
