Haiti - Elections : Electoral Law, President Martelly provided explanations

Postponed from day to day and from one week to another, the transmission of the electoral law to Parliament for ratification, delivered by the Transitional College of the Permanent Electoral Council (CTCEP) to the Executive, Monday, July 1, is still expected. The analysis one by one, of the 246 articles in this draft law is still ongoing by the Committee of Experts of the President.

"[...] We need to take the necessary time. We want to go fast, but not go wrong [...]" declared the Head of State, indicating that there will be changes to the document submitted by the Electoral Council, rejecting by this statement that among by, of Léopold Berlanger, Election Adviser, Representative of the Superior Council of the Judiciary (CSPJ), which had considered that the President could not in any way modify the document that was submitted by the electoral advisers. Noting that the government may make recommendations to legislators during the analysis of the document and that after the vote of Parliament, the Executive has the right to object.

"This is a nation that we will engage with the electoral law, we must make sure that we do it in the best conditions," said President Martelly to justify these changes.

Regarding the holding of elections by the end of the year, he stated that it was the responsibility of CTCEP to establish the electoral calendar. In this regard, the Deputy Jean Tholbert Alexis had recently stated, based on information provided by experts that elections could be conducted within four months, once electoral law was passed, by using the existing structure and human resources having acquired experience in the electoral process.
