Haiti - Justice : Reforming the Haitian Notarial

The Union of Notaries of Jurisdictions of Haiti (SNJH), in collaboration with the Investment Facilitation Center (CFI) and the Interministerial Committee for Territorial Development (CIAT), organized from 24 to 28 July 2013, at the Club indigo, its 2nd National Congress on the theme: "The notarial reform for better access to the property." These assizes were preceded by a "Mini University" of two days during which a hundred notaries from the 18 jurisdictions of the country, attended intensive courses offered by Haitian and foreign trainers: "The right to property, inheritance, concepts of disposable portion and the theory of the 'fente'" were among other topics discussed.

During a plenary session, which preceded the States General of SNJH, Me Marie Alice Bélisaire, the union president, reiterated her determination to get involved in the training of its members, to work for the respect of the profession and teh raising of prestige of the Haitian notary. "More than ever, notaries are mobilized in the SNJH to restore the nobility of their profession [...]"

For his part, Me Lesly Alphonse, Vice President of SNJH, made a review of structuring activities and those on, the ground conducted by the Association for one year of existence. Speaking on the ethical principles that should guide the work of notaries, Me Didier Nourissant, the representative of the Superior Council of the French notaries (CSN), reminded participants the various tasks, rights and obligations of notaries.

For his part, Georges Andy René, the Director General of the Investment Facilitation Center (CFI) said he was very proud to participate in efforts of SNJH aimed at reforming the Haitian Notarial Profession. "Without good land security, we can not facilitate good investment in the country."

In his intervention, Me Rudy Aly Director General of the Ministry of Justice, encouraged notaries to stay in their lane and promised that his ministry will always be ready and willing to provide the necessary support to achieve their objectives.

Recall that these assizes were concluded with the States General of SNJH. This allowed each jurisdiction to inform about the problems encountered in the course of their work and to express their expectations of the Union to improve their working conditions. These States General leads to a specification to be submitted to the government.
