In the 26-page report of the Commission of Inquiry of the Lower House of the circumstances surrounding the Investigating judge Jean Serge Joseph, delivered Friday, to the President of the Lower House, Jean Tholbert Alexis Tholbert Alexis, the Commission after hearing many people, who in their testimonies only make that report comments and confidences that they would have received (hearsay) in this case, like the Senate Committee, expressed confidence that the meeting of 11 July has occurred "The investigation revealed that, contrary to the assertions of the personalities of the Executive, the meeting of Thursday, July 11, 2013 with Judge Jean Serge Joseph relating to the corruption case involving members of the presidential family was indeed held with the participation effective of the President of the Republic, His Excellency Mr. Michel Joseph Martelly, Prime Minister Laurent Salvador Lamothe, the Minister of Justice Jean Renel Sanon, the Dean Raymond Jean Michel and Me Louis Garry Lissade, to the office of the latter, in obvious purpose of influencing the decision of the Magistrate."

The Commission concluded "Therefore, the Commission recommends the impeachment of the Head of State, Prime Minister and Minister of Justice for perjury, a crime against the Constitution and abuse of power, that shows the encroachment of Power executive in the sovereign scope of the Judiciary [...]"

Recall that the Commission was composed of three Commissioners MEPs: Shadrach Dieudonné Bloc "Parliamentarians for Institutional Strengthening" (PRI) [Opposition], of Gluck Théophile of Bloc "Parliamentarians for Stability and Progress" (PEP) [composed of defectors from the PSP] and Louitz Amyot François of bloc "Parliamentarians for Stability and Progress" (PSP) [presidential majority] and only Shadrach Dieudonné, President of the Commission and Gluck Théophile (Rapporteur) signed this report.
