Tuesday, October 1, following the court order issued on September 25, 2013 by the Constitutional Court in the Dominican Republic, aimed at removing the citizenship to the descendants of Haitians born in the Dominican Republic after 1929, on the basis that their parents were considered "in transit", the United Nations High Commissioner for Human Rights (OHCHR), urged "the Dominican Government to take all necessary measures to ensure that Dominican citizens of Haitian origin are not deprived of their right to nationality in accordance with the country’s international human rights obligations." "We are extremely concerned that a ruling of the Dominican Republic Constitutional Court may deprive tens of thousands of people of nationality [HL - all foreigners are affected by this decision], virtually all of them of Haitian descent, and have a very negative impact on their other rights," indicated Ravina Shamdasani, spokesperson for the Office of the High Commissioner for Human Rights (OHCHR), told reporters in Geneva. This decision, she explained, could leaving such individuals in a state of constitutional limbo and potentially leaving tens of thousands of them stateless and without access to basic services for which identity documents are required. Remember that this decision, for which there is no appeal, grant to the Dominican Central Electoral Commission, one year to list the people who will be excluded from citizenship while providing a plan to regularize irregular migrants.
