Haiti - Elections : Political Opposition parties refused to register...

According to the pre-calendar electoral, unveiled on October 1 by the Transitional College of the Permanent Electoral Council (CTCEP), pre-calendar voted by a majority of its members (6 in favor, 2 against), the period of Registration of parties and political groups wishing to participate in the next elections began Monday, October 21 and will end on October 31.

If the parties close to the government say they are ready to register, the opposition parties including the main political formations (OPL, INITE, RDNP, PLH, PROP, Ayisyen pou Ayiti, KID, Ansanm Nou Fo) grouped under the platform"Patriotic Movement of the Democratic Opposition" (MOPOD),

refuse to register, fault according them, of vote of the electoral law submitted by the CTCEP, already passed by the House of Representatives and amended by the Senate, which has not been resubmitted to the Lower House (the electoral law must be passed by both Houses of Parliament, in the same terms). These parties refuse elections under the auspices of the Electoral Act 2008, currently in force, which does not take into account amendments of the Constitution of 1987.

For his part, Jeantel Joseph, President of the National Consortium of political parties close to the government in place, remember that these opposition parties,who shun the inscriptions, are the same who demanded elections in the best delay qualifying of "form of maroons" their attitude...

Furthermore, the two electoral advisers Néhémie Joseph et Léopold Berlanger who voted against the pre-calendar calendar, asked in a letter to Emmanuel Ménard, President of CTCEP to cancel immediately the pre-calendar electoral and all acts that ensued, to act in compliance with the law and establish an institutional framework conducive to the holding of credible elections, inclusive and democratic.

Details of the Pre-calendar electoral :

  • OCTOBER: Clearance of arrears of wages of the remaining staff of the Departmental Electoral Offices (BED) and Communal Electoral Offices (BEC) and the rents due.

  • From October 7 to 11: Accreditation of journalists to CTCEP to facilitate access to information.

  • From October 13 to 21: Recruitment of candidates for the complete formation of Departmental Electoral Offices (BED) and the Communal Electoral Offices (BEC).

  • October 15: Start updating the voter list.

  • From October 21 to 31: Registration of political parties and groups wishing to participate in the upcoming elections.

  • October 24: Publication of the list of selected candidates for the admission contest.

  • October 26: Admission contest.

  • October 31: Publication of results.

  • November 4: Sworn of members of BED and BEC.

  • November 4: Publication of the list of registered political parties and groups.

  • From November 5 to 7: Challenging Period.

  • November 9: Publication of the list of parties and Political groups approved by the CTCEP.

  • January 26, 2014: Probable date for holding a first ballot.
