Haiti - Politic : President Martelly convene the Lower House to the extraordinary

Wednesday at a press conference to the diplomatic lounge of the Toussaint Louverture International Airport before his departure for Jamaica, the President Martelly announced he would convene Parliament to the extraordinary for the vote of several bills.

Following this announcement, the Office of Communication of the Presidency has officially announced that the Lower House is convened to the extraordinary, Friday, November 22, 2013, to decide inter alia on the draft electoral law, a little over than one month after the passage of this law amended by the Senate. Note that in addition to the electoral law, the deputies will also have to vote on the bill the National Fund for Education (FNE) [pending ratification for over 2 years...] the draft Finance Law (2013-2014 Budget] [never voted in the same term for 2 years...], that of the political parties and the draft law on electronic voting.

Recall that the lower house voted in first reading Thursday, September 5, 2013, the electoral law. On Wednesday, October 9 the Senate had also passed the law, after amendment of over than a dozen items, including the Directorate General of the CEP that becomes an Executive Board, the term of office of senators who refers to the Constitution amended of 1987 (6 years) and not to the Electoral Act 2008 (5 years) currently in force... This law must be passed in identical terms, so she had to be passed in the second reading in the Lower House again.

The Head of State declared, "[...] we remain optimistic that Parliament will redouble its efforts to fulfill its primary mission: to legislate [...]" and launched a new appeal for calm and patriotic solidarity "the disorder leads nowhere and will not help the country move forward," inviting all sectors of national life to promote dialogue and consensus.

For Deputy Sadrac Dieudonné, President of the minority bloc "Parliamentarians for Institutional Adjustment," believes that the Head of State could have done this convening sooner, if he really wanted the holding of elections and warned that the deputies will take the time necessary to finalize the vote on the draft electoral law...
